Job Title: School Nurse - Nurse on Special Assignment Category: Student Support Services JOB CHARACTERISTICS: Responsible for providing the fullest educational opportunity for each student by creating a safe and healthy environment and assisting the program to meet the health needs of individual students. ESSENTIAL FUNCTIONS: Maintains and monitors immunization records and ensures that students are provided with hearing and vision screenings/tests. Shares responsibility for selection and referral of students in need of medical and dental care. Reports to Program Administrator, parents, school personnel, physicians, clinics and other agencies about relevant medical matters. Maintains up-to-date cumulative health records on all students. Observes students on a regular basis to detect health needs and provides documentation to the Administrator. Assumes authority, in the absence of a physician, for the care of a student or staff member who has suffered injury or emergency illness. Visits student homes when necessary. Participates with classroom staff in developing and implementing total health programs and develops parent education programs for wellness maintenance. Contacts parents of children referred by teachers. Participates in creating, following, and monitoring individual protocols and advises on modification of the educational program to meet health needs of individual students. Prepares and submits reports for the Superintendent and the State Board of Health. Authorizes exclusion and readmission of students in connection with infectious and contagious diseases. Advises teachers on health matters. Assists school personnel in establishing sanitary conditions in schools. Attends IEP and IFSP meetings and conferences regarding health services and health curriculum. Participates in in-service training programs. Provides health and maturation instruction to students. Completes paperwork requirements of the job using approved forms, including Medicaid billing, in an accurate and timely manner. Maintains confidentiality of student records and of ESD staff, and complies with state and federal regulations regarding privacy. Maintains regular attendance in order to preserve the continuity of service delivery for the program. Meets standards for competent and ethical performance as outlined in OAR 584-20-005-035. Adheres to safety standards. Performs the duties of the Mandatory Reporters according to ORS 419B.005-ORS 419B.045. Will adhere to the established ESD mission and values. Will promote and support the ESD through positive communication. Will complete and utilize the OIS system. Actively participate in home district building meetings and activities. Follow home district policies and procedures. Performs duties in a manner reasonably expected and generally recognized by the profession. Performs other duties and responsibilities as assigned by the Program Administrator and Superintendent. QUALIFICATIONS: Experience in public health nursing, preferably in a school district setting. Hold a current first aid card and CPR cards. Hold a valid Oregon driver's license, automobile insurance, and provide own transportation. Ability to work with staff, students, and the public in an effective manner and to establish and maintain effective working relationships with other employees. Ability to respect confidential information. EDUCATION/CERTIFICATION: Valid state license to practice as a licensed nurse. WORKING CONDITIONS: The employee may work in regular or special education setting and/or in community settings with students in small or large groups or 1-to-1 and may be required to travel on the job. The employee may work beyond an eight-hour day or a five-day work week attending meetings, conferences, and school activities. The employee needs to be competent in conflict resolution. The employee must be able to communicate effectively in confrontational and emotional situations involving staff, students, parents and patrons. Confidentiality is a top priority for the persons in this position. The employee at times works under varied workloads and inflexible deadlines. Problems may arise which require immediate attention setting up conflicting priorities. Sound judgment is required to effectively prioritize these demands. The employee must be able to lift materials, boxes or equipment weighing up to 30 pounds. The employee may need to participate with others in lifting/moving equipment weighing up to 40 pounds. The employee needs to be able to participate with one other employee in lifting students weighing up to 120 pounds, if the student's protocol permits. All lifting and transferring of students should be done in accordance with approved protocols. The employee may come into contact with biohazards such as human waste, saliva, and blood, and should take appropriate protective precautions. The employee may be required to provide intimate hygiene care to students, and may be required to accompany the student into restrooms and locker rooms. The employee may be required to perform procedures necessary to maintain or enhance student health. Such procedures may include, but are not limited to, adaptive feeding, tube feeding, stoma care, adaptive CPR, and seizure intervention.
